Chinese Pepper Steak

2 pounds round steak
1/4 cup oil
1/2 cup onion
2 minced garlic cloves, optional
4 green pepper, diced
1 teaspoon salt
1/4 teaspoon pepper
1 cup celery, diced
1 cup beef boullion or broth
2 Tablespoons cornstarch
1/4 cup water
4 Tablespoons soy sauce

Directions:
1. Cut steaks into 1/8" diagonal slices. Brown in oil.
2. Add seasonings (onion, pepper, celery, boullion). Cover, cook over low heat for 15 min.
3. Blend cornstarch, water and soy sauce. Add to meat and veggie mixture. Cook until juice thickens.
4. Serve over cooked rice.
